The Cato Institute is a libertarian think tank, and its trade analysts are strong supporters of free trade. They are keenly aware, however, that describing something as a “free trade agreement” does not mean that it actually increases economic freedom. They have been reviewing each of the chapters of the Trans-Pacific Partnership to judge whether it does–and have now concluded that it does, and that it deserves to be ratified.
